MINUTES of the GODIG MEETING, FRIDAY, NOVEMBER 1ST , 2002, HELD AT UMASS WORCESTER

The meeting was called to order by co-convener, Roxanne Palmatier.

I. Introductions:
     Made by all with special welcome to Williams and UNH members who are "new" to the BLC.

II. Reports/Handouts from the GPO Conference Attendees:

Roxanne reported that many of the presentations were done in PowerPoint and will later appear on the web.

All those present who attended the Plenary Sessions heard the major reports from GPO.

A new Public Printer has been nominated, but not yet confirmed. Mike DiMario continues in that position for the interim.

If budget authorizations are not extended beyond the current deadline of November 12th, GPO will do only Congressional printing. Mr. DiMario anticipates that Congress will reconvene and work on budget resolutions immediately after the election.

Senator Mark Dayton of Minnesota, current Chair of the Joint Committee on Printing, addressed the conference. He expressed his strong opposition to the OMB directive to agencies to seek printing from the private sector. Sen. Dayton indicated that GPO is given printing authority in Title 44 of the USC. An Executive Branch agency like OMB can't declare unconstitutional; only the Judiciary has that power.

GPO is getting its 1st integrated library system. Once the system is implemented, the Catalog of U.S. Government Publications will be available through the PAC module of the ILS. The Catalog's coverage will be extended back from its current start date of 1994 to 1976, the date when GPO began providing catalog records to OCLC.

GPO is concerned about the traffic and poor response time from the GPO Access servers. A mirror site is under development at GPO's Pueblo, CO facility. GPO staff anticipate that the mirror site servers will improve response time.

Gil Baldwin talked about the turnover of cataloging staff; 30% of the staff is new. There is currently a cataloging backlog.

GPO and the Council are concerned about libraries leaving the FDLP; 19 libraries left in the last year; 2 joined.
A Council sub-committee chaired by Dan Barkley (University of New Mexico) has been formed to address the issue of depository library retention. Initial inquiries show that library directors are "pushing" for smaller depositories. Some libraries cite staff cuts, budget cuts, the results of cost-benefit analyses, and the proximity of other depository libraries. **Libraries must be aware that GPO or the Regional Depository can take the whole collection when a library leaves the FDLP. Libraries do not have the right to retain collection built during their tenure in the FDLP. Before dropping out of the FDLP; contact GPO; they will help institutions that wish to retain FDLP status. If your library changed district as a result of the 2000 Census, you do not have to relinquish depository status. Institutions are grandfathered in as depositories.

It was suggested that libraries indicate their Congressional district number on the documents web page(s).

Linda Johnson of UNH noted that the University of Maine, Orono, no longer wishes to serve as regional depository for the three Northern New England states. Directors of NH libraries have been asked to consider sharing regional depository designation with the University of Maine.

A question was asked about the creation of Super Regional Depositories with subject specialties. Although the idea has been raised before, it was not discussed at this year's Conference or Council meetings.

***The attendees at our meeting discussed the "intangible docs"/electronic, and the need for a GPLNE/GODIG meeting to discuss what it means to be a depository in an electronic environment. There was a suggestion that a "higher up" of GPO come to discuss this issue. Roxanne suggested Fran Buckley, the Superintendent of Documents or Robin Haun-Mohammed, Chief of the Depository Services.

Len Adams spoke with Inspector Walter Zoller at the conference and invited him to come and visit his library (UMASS Amherst). It was suggested Len ask Walter to speak to the GODIG group since most of the 22 libraries who recently submitted the self-study were under Walter’s direction.

It was announced that if your library "passes" without an inspection this round; you will be inspected next time.

GPO 's internal auditors are currently reviewing the depository inspection process. Aauditors may accompany inspectors to observe the process first hand. The auditors may make surprise visits to depositories within reasonable driving distance of Washington, D.C. These visits will focus on depository access issues.

Len commented about non-functioning PURL’s. Some have "gone away" (pre-protection); GPO wants to know about these.

MARCIVE is considering a project to produce pre-1976 document catalog records. At the User Group meeting, MARCIVE reps asked attendees to send shelf-list cards or other in-house tools that would assist in creating brief catalog records. It was strongly recommended that MARCIVE concentrate on Executive Branch materials since CIS provides records for Congressional materials. Some librarians suggested that MARCIVE create an electronic version of the pre-July 1976 Monthly Catalog. Others suggested that OCLC and MARCIVE partner on this project. MARCIVE reps noted that OCLC has always been reluctant to work with them since they are competitors.

There was discussion about retrospective cataloging; UNH does it as material is requested by patrons; MIT does some. Williams is interested in retrospective cataloging.

Those who attended will circulate the materials they brought back from the conference. Photocopies will be provided to those who request them.

Linda Johnson, UNH, organized a panel at the Conference on Reference Without Walls 24/7.

There was discussion about Depository Promotion and GPO Program Awareness to target the #1 audience, the general public.

III. GPLNE Meeting at Williams College, September 27th, CENSUS

The meeting concentrated on STF3. The ALLOCATE software is still not user friendly. It was suggested that Ana-Marie return to explain it when it was easier to use. The book Measuring America has been revised.

Roxanne mentioned that Andrea Sevetson, a well-known documents librarian, has joined the staff of the Census Bureau which is a plus for documents librarians.

IV. State Plan

Gail Fithian handed out copies of the Final Draft of the State Plan. She will amend the plan per the suggestion of Betty Febo of Wellesley, on page 3, clarifying ILL responsibilities. She will forward the Plan to all the FDLP libraries in Massachusetts next week. Directors will have one month to sign off on the Plan. Gail was asked what happens if a Director doesn’t sign. She answered there is no process in place; she needs only a majority to establish the Plan. She will also establish a Plan Review Committee composed of librarians from the 31 Massachusetts federal depositories.

V. Self Studies

Gail Fithian, our Regional Librarian, "fielded" discussion about the reactions to the written comments about the self-studies v. the phone conversations that librarians had with Inspector Walter Zoller. Librarians that were present felt Walter nit-picked in the recommendations and did not repeat the positive aspects of the phone conversations. It was strongly suggested Gail contact Robin to discuss this. Gail reported that to the best of her knowledge 6 libraries were to be inspected: BPL; MIT; UMASS Lowell; UMASS Worcester; Harvard Law and the Boston Athenaeum. It was announced the BU Law is no longer a FDLP Library.

VI. Questions/Comments

Where was a list of products exclusively available to depositories? FDLP desktop.
   
Environmental Health Perspectives; NOAA; Davis-Bacon Wage; Stat USA

Martha Penzer, a Simmons intern at BC, asked regarding GovDocs training for staff and patrons. She was informed that handouts from the Conference would cover this.

There was discussion about a BLC updated version of the GoDIG BOOKMARK (need to redesign it; etc.). Bette Siegel will ask Barbara Preece, Ex. Dir of the BLC if they will fund this. If yes, Kim Maxwell volunteered to work on the redesign. It was also suggested that GOVDOCS be mentioned in the BLC's general Consortium brochure.

Bette Siegel represented GoDIG at the Annual Meeting of the BLC.

Other issues discussed were the desire to hold a meeting at Clark University in Worcester to see the map collection. Clark is a selective housing site for UMASS Worcester. It was suggested that we contact Betsy Lippmeier, chair of the Maps COI of the BLC and invite them to join us. The meeting will take place at Clark, in February. Beverly will let Roxanne or Bette know which date is most convenient.

Gail Fithian reported on the reorganization of the BPL. There will no longer be a Science Department. Patents will move to GovDocs; there will no longer be a Humanities Department or Telephone Reference. There will be a Super General Reference Department. Those attending told Gail if she needed our support for GovDocs we were there for her.

There was brief discussion of the BLC pilot program 24/7.

There was a question about the Virtual Catalog and if anyone knew if there were any GovDoc questions.
