GoDIG Meeting Minutes - February 3, 2006

MINUTES OF THE GODIG MEETING HELD 2/3/06 AT TUFTS UNIVERSITY

ATTENDEES:
Roxanne Palmatier, Northeastern University
Connie Reik, Tufts University
Thelma Thompson, University of New Hampshire
Linda Johnson, University of New Hampshire
Jacqueline B. Fitzpatrick, Wellesley College
Ken Peterson, Boston Region Library System
Naomi Allen, State Library of Massachusetts
Bette L. Siegel, State Library of Massachusetts

Roxanne called the meeting to order and reviewed our joint meeting with GPLNE in October where we discussed in great detail where GPO was going. At that time, we decided to send a letter to the Depository Council expressing our concerns with the vision plan. Among other issues we addressed was the lack of information/mention of the Regionals.

Barbie Selby answered our “letter”; in fact she emailed Roxanne 3 times! Our “letter” is on the WIKI site that is being used for discussion of the vision plan. http://wikihost.org/wikis/nextsteps/var/gebo/data/file/New_England_comments.doc

There was discussion of a “lack of energy” to go forward with our concerns about the direction GPO is taking. The dismantling of the consultant program that we had worked so hard to create for our area; the seemingly disregard of the state plan. The NEED FOR A VOICE IN THE FUTURE of GPO is vital, and it was felt we need more momentum from Council.

Linda Johnson of UNH and Jacqueline Fitzpatrick of Wellesley reported on ALA Mid-Winter and the GPO/GODORT sessions they were able to attend. Linda had distributed, via email, her notes. (If you don’t have a copy, please let her/us know).
She reiterated that the main discussion is on http://wikihost.org/wikis/nextsteps/var/gebo/data/file/vision_01_16_short.doc
It was mentioned that the ARL proposal was “dead in the water” and some felt GPO was looking for ARL to ‘Sponsor” ($$$). It was felt that clarification was needed by GPO; will there be rules/standards in the program?

It was felt a summit meeting was needed for the NE Region with members of Council and maybe Judy Russell. We were told Judy has monthly conference calls with certain GODORT representatives. Our group felt there was a need for a LONG TERM vision.

Jacqueline handed out the “rough draft” from DLC to GPO. We should feel free to change it. We discussed our displeasure with the phrase “deploying expertise.”
We are considering a response, but Bette will contact Julie Linden of Yale before we take action to find out if Julie has any pertinent information. We feel there is a need for definitions. As a follow-up she said she is working on just one part of the recommendations, the "continuing access to physical collections" part, but other than that she had no new information to add.

The group felt there is a pressing need to “sit down” with Library Directors to discuss recommitting ourselves to the FDLP; reviewing the vision materials; and discussing cooperative collection development. We felt we should ask to make a presentation at the Executive Council of the BLC.

There was discussion of the IRS library tax forms program. Some libraries received forms; some didn’t.

Ken Peterson, of the Boston Region Library System, reviewed the planned GOV DOCS public librarians’ summit that he had discussed with us in October. After much discussion, it was agreed that practical training was the focus we should take: educational, hands on sessions to help public librarians on their jobs. It was suggested that a May date would be appropriate and further planning/discussion take place at the next GoDIG meeting.

An article in the Journal of Academic Librarianship was referenced and suggested for all to read. James A. Jacobs, James R. Jacobs and Shinjoung Yeo, “Government Information in the Digital Age: The Once and Future Federal Depository Library Program,” The Journal of Academic Librarianship, Volume 31, Issue 3, May 2005, Pages 198-208. Abstract: Rapid technological change has caused some to question the need for the Federal Depository Library Program (FDLP). We argue that the traditional roles of FDLP libraries in selecting, acquiring, organizing, preserving, and providing access to and services for government information are more important than ever in the digital age.
