Team structure: What roles do each of the team members play? Who is the principal in charge, who is the project manager, what are their qualifications? What relevant experience do individual team members have?
If sub-consultants are to be used, who are the candidates and in what areas will sub-consultants be necessary?

Location convenience. If this firm is not local, how do they plan on accommodating the client's needs in an efficient manner? This is less of an issue in the age of fax and E-Mail.
Fees. What have similar master plans cost? This may be difficult for the firm to answer if they don't have a clear sense of our scope of work.
In developing implementation strategies, how does this consultant propose to provide cost estimates and scheduling for the master plan components?
