A MOTOR
VEHICLE.
This website is provided to acquaint you with the Wellesley College
Motor Vehicle rules and regulations. Whether you maintain a vehicle
on campus
throughout the year, or have temporary use of a vehicle, you are expected
to be familiar with and abide by these regulations.
Specific questions or concerns related to the motor vehicle code can
be answered by contacting the Police Department at 283-2121 or EXT 2121
in an effort to resolve the matter prior to the issuance of a citation.

WELLESLEY COLLEGE TRAFFIC AND PARKING REGULATIONS
OBJECTIVES
The principal objectives of the traffic regulations are to:
1. Provide students with the opportunity to maintain a motor vehicle
while attending Wellesley College.
2. Assure students, employees, visitors and guests have an appropriate
place to park.
3. Establish and encourage a walking campus minimizing congestion,
noise and safety problems.
4. Enforce safety for pedestrians and vehicular traffic.
5. Assure that access for emergency vehicles and equipment is maintained
at all times.
AUTOMOBILE REGISTRATION
All vehicles on campus must be registered by the owner of the vehicle.
Student parking decals will be given out at the time of registration.
Founders Lot decals will be sent out via campus mail.
Place the registration sticker on the inside lower right corner of
the left rear passengers' window. All registration stickers must be
permanently affixed to the window of the vehicle and must be easy to
read from the outside. Failure to display a current parking permit
will result in fines and/or towing. All previous parking permits must
be removed in order to make identification easier - scrapers are available
at the Police Department.
Changes in license plates, makes, models, owners, etc., of a registered
vehicle must be reported to the Police Department immediately.
Vehicles not registered, improperly registered or without proper license
plates are subject to towing. Vehicles that cannot be readily moved
or are inoperable shall be towed.
EMPLOYEES
New employees are typically assigned to general staff parking areas
and more senior employees are assigned to restricted parking areas.
Movement from general staff parking areas to restricted
parking areas is based on seniority. As vacancies in restricted areas
occur, senior employees will be contacted about the vacancy and afforded
the opportunity to move from general parking to restricted parking. Employees
must park in their designated parking areas at all times. Employees
with temporary or permanent medical disabilities must request special
parking permits directly
through Jim
Wice, the Director of Disability Services. Medical documentation of
an illness or injury may be requested to substantiate disability
claims.
VISITOR REGISTRATION
Visitors and guests wishing to park on Wellesley College property
overnight must obtain a visitor parking permit at the Police Department.
Students
and employees who have temporary use of a vehicle or a guest with an
automobile must obtain a temporary parking permit for that vehicle
if
staying overnight. Temporary parking permits and visitor parking permits
are available 24 hours a day at the Police Department located in the
Davis Parking Facility. ALL VISITORS PARK IN THE DAVIS PARKING FACILITY.
The fee is $2 per night and free on the weekends for students. Students
and employees are responsible for the fines incurred by their guests.
STUDENT REGISTRATION:
All students who attend class at Wellesley College and who own or use
a motor vehicle are required to register it with the Police Department
within 24 hours of having the car on campus, regardless of the length
of time that the vehicle will be on campus. Registration of motor vehicles
may be done at the Police Department. There is a fee associated with
parking. Students must charge their registration fee to their term bill.
Students must register their own vehicles. If a student falsely registers
a vehicle (i.e. having an upperclass-woman register the vehicle in
order
to receive priority parking), Campus Police will refer both students
to General Judiciary.
First year resident students are not authorized to bring vehicles to
campus.
NON-MASSACHUSETTS REGISTRATION:
Massachusetts Law requires that every non-resident enrolled as a student
at a school or college in the Commonwealth of Massachusetts who operates
a motor vehicle registered in another state or country for more than
thirty days within the Commonwealth during any period beginning September
1st of any year and ending August 31st of the following year shall,
on or before such thirtieth day, file in triplicate with the police
department of the city or town in which said school or college is located
on a form approved by the Registrar of Motor Vehicles, a statement signed
by him/her under penalties of perjury providing the following information:
registration number and make of the motor vehicle, and the state or
country of registration, the name and address of the owner, the legal
residence while attending school or college, and the name of the school
or college he/she is attending. Any such non-resident who fails to comply
with the provisions of the paragraph shall be punished by a fine of
not more than fifty dollars.
These forms are available through the police office and upon registration
of the out-of-state vehicle, an additional registration permit will
be issued to comply with this regulation. There is no fee for this registration.
PARKING AREA ASSIGNMENTS
RESIDENT STUDENTS
Students who live in campus residence halls must park in the designated
parking areas assigned to them. Resident students are expected to park
their vehicles in designated areas and walk from place to place.
FIRST YEAR STUDENTS
First year resident students are not authorized to bring vehicles to
campus.
SOPHOMORES, JUNIORS AND DC PERMIT HOLDERS
Sophomores and Juniors will receive DC permits and are required
to park in the Distribution Center Parking Lots 24 hours a day seven
days
a week.
There is no parking at any time in Gray Lot, Dower Lot, Hillside
Lot, College Club Lots, Sports Center, in front of Munger Hall, Jewett
Hill,
Pendleton Hill, the Rte. 135 circle by Cazenove and Pomeroy, the
West End of the Sports Center, the New Trade Center Lot, or
in any other area that is not specifically authorized.
SENIORS
Seniors residing in the Tower Court Complex, Lakehouse, Cervantes,
Munger and the Quad must park the Davis Parking Facility (DPF)
on levels 3 and 4 during normal business hours, 7:00am-4:30pm Mon.
through Fri. Parking is permitted in employee parking areas in Founders
Lot
and Library area spaces after business hours and on weekends, provided
they do not park in reserved spaces and park within lined parking
spaces.
There is no overnight parking.
There is no parking at any time in Gray
Lot, Dower Lot, College Club Lots, Sports Center, Jewett Hill, Pendleton
Hill,
the
Rte 135
circle
by Cazenove and Pomeroy or in any other area that is not specifically
authorized.
NEW HILLSIDE/DOWER LOTS
Seniors who reside in the New Dorms, Dower, Homstead, Instead, Dower,
Orchard Apartments, and Stone-Davis will be eligible for the Dower Lottery.
Information regarding the Dower Lottery will be available at the beginning
of each semester. Parking in the Dower Lot is on a per-semester basis.
COMMUTER STUDENTS
Commuter students who reside off-campus must park their vehicles in
the appropriate Commuter Student Parking areas (Davis Parking Facility
levels
3 and 4 and Xmas Tree Alley) during normal business hours-7:30am to
4:30 pm Mon. through Fri. Commuting students may park in the Founders
Lot and the Library area spaces after business hours and on weekends
provided they not park in reserved spaces and are parked within lined
parking spaces.
AUDITOR STUDENTS:
Auditor students are required to register their vehicle(s) and may
park in the Davis Parking Facility only.
MUNGER HALL
The parking spaces in front of Munger Hall are reserved for seniors
residing in Munger Hall only. These spaces are not reserved for individuals
and once occupied, all other Munger residents must park in their assigned
parking areas as determined by their permit. Visitors and guests of
Munger Hall residents must obtain a temporary parking pass and park
in the Davis Parking Facility. In conjunction with the Police Department
a special Munger Senior Parking Permit can be arranged.
ADDITIONAL PARKING CLARIFICATIONS:
- Students on official business or employed at any college office are
expected to park in their designated parking area and walk to that particular
office or area.
- Students and employees who need to park close to a building in a
no parking area or fire lane area to drop off items, unload a vehicle,
pick up passengers, etc., may do so by notifying the police office
by telephone and reporting the circumstances, make of vehicle, license
plate number and length of time needed. Campus Police will permit temporary
parking to accommodate such needs only if notified at the time of
the
request.
- Waiver of regulations by any member of the Police Department is not
acceptable as an appeal of violations. Only the Chief of Police or
her
designee may make exceptions to these regulations.
- Students may only park in spaces authorized by their permit. All other
spaces are unauthorized at all times even for momentary parking.
- There is no parking at anytime in the following areas:
- -on any campus road
- -on the side of any campus roadway
- -in front of any building (residential, academic or administrative)
- -on any grass or unpaved area
- -on public streets adjacent to the campus
- -in any visitor or reserved space
- -in any designated fire lane
- -in any loading area
- -in front of any chain or gate
- -in reserved parking places
- -in handicap areas
- -at the College Club
- -at any bus stop
- -on any sidewalk, path or crosswalk
- -in front of or along side of a fire hydrant
VISITORS:
Visitors and guests of students and employees must park in the Davis
Parking Facility. Students
and employees are responsible for any violation committed by their
guests.
SNOW REMOVAL
Snow removal is difficult under the best conditions, but more so when
parked cars are obstructing. Cars hindering snow removal
operations will be towed if necessary. Resident students should keep
their cars in their designated parking areas during snow storms. Faculty
and Staff parked on the fifth floor of the Davis Parking Facility are
urged to move their cars as soon as possible during snow storms. The
level should be empty overnight.
DAMAGE OR THEFT
Wellesley College is not responsible for damage or theft insurance
of motor vehicles while on college property. Vehicles and their contents
cannot be guaranteed protection against loss of any kind. Owners should
always lock valuables in the trunk area of the vehicle and consider
purchasing anti-theft devices. You can call Campus Police for additional
crime prevention measures.
VACATION PERIODS
Unless otherwise instructed by Campus Police, all motor vehicles must
be parked in designated parking areas throughout the year including
all breaks and holidays. Vehicles cannot be stored or left on campus
during winter or summer break periods without the consent of Campus
Police.
ABANDONMENT AND TOWING
Any vehicle parked on campus property in violation is subject to towing
if deemed necessary by a police officer. It is the responsibility of
the driver to park legally. Vehicles that are illegally parked may be
towed without prior notification to the owner. The following are but
some examples of violation:
1. Cars registered but inoperable will be towed even from a legal space.
2. Cars obstructing fire lanes or other emergency access are subject
to immediate towing.
3. Charges for towing and storage are the responsibility of the owner.
4. Vehicles parked in front of any campus building are subject to towing.
5. Vehicles not registered and displaying a proper permit are subject
to towing.
6. Vehicles parked illegally in handicap areas are subject to immediate
towing.
7. Students parked in employee areas during business hours are subject
to towing.
8. Vehicles obstructing snow removal are subject to towing.
MOTORCYCLES AND MOPEDS
The Police Department advises against bringing any motorcycle-type
vehicle to campus because of the extreme vulnerability to theft. Such
vehicles are easily loaded into pickup trucks or vans. All the rules
and regulations applicable to motor vehicles also apply to motorcycle-type
vehicles.
REVOCATION OF DRIVING PRIVILEGES
The privilege to maintain or operate a motor vehicle on the campus
may be revoked by the Chief of Police or her designee for continued
disregard for rules and regulations, accumulation of 5 or more parking
violations during the academic year, flagrant violations, reckless
driving
or any violation that places the safety and welfare of the community
in jeopardy. Individuals who have been notified that their privilege
to maintain and/or operate their vehicle on campus has been revoked
must remove their vehicle from campus within 24 hours of the revocation
notice. Should the vehicle be observed on campus it will be towed
and the operator may be subject to further disciplinary action.
APPEALS
Tickets may be appealed only if done so according to the instructions
on the reverse of the citation and within the 14 day period from when
the citation was written.

Form.
Appeals can also be made by filling out the form in person at the Campus
Police Dispatch Area. Ticket appeals will not be heard on violations
older than the 14 day period from when the citation was written.
Visitors who receive traffic violations while on campus may return
such notices to the Campus Police office prior to leaving campus or
mail such violation within the 14 day appeal period as stipulated on
the reverse of the violation. Subsequent violations by visitors will
not be waived and will be subject to billing of all fines imposed. Students
and employees are responsible for the fines incurred by their guests.
Due to the volume of citation appeals, delays may occur. Do not send
in duplicate appeals, as they may slow down the process. Visitors who
fail to turn in the yellow copy of their first citation will have the
bill sent to their home address.
BILLING FOR VIOLATIONS
Traffic violations are billed through the Bursar's Office and placed
on the student's term bill if the violations are not paid before the
14 days from the date of the violation. Employees will be billed directly
from the Bursar's Office and fines outstanding may be deducted from
payroll.
Payment will be received at the Bursar's Office during their business
hours. You cannot pay at Campus Police.
DRIVING AND
VEHICLE SAFETY
TRAFFIC LAWS
All persons operating motor vehicles on Wellesley College property
are expected to comply with the motor vehicle and traffic laws of the
Commonwealth of Massachusetts.
Failure to comply with these laws could result in the issuance of a
Commonwealth of Massachusetts Motor Vehicle citation.
OPERATING UNDER THE INFLUENCE
Motorists operating vehicles under the influence of intoxicating liquor,
marijuana, narcotic drugs, depressants or stimulant substances, all
as defined
in section one of chapter ninety-four C, or the vapors
of glue shall be arrested and prosecuted under chapter ninety, section
twenty-four of the Laws of the Commonwealth.
DRIVING SAFETY TIPS
1. Always lock doors and close all windows when leaving your car, whether
for a few minutes or overnight.
2. Store all packages and valuables in the trunk when leaving the vehicle
parked.
3. Never pick up hitchhikers.
4. As you approach your vehicle, have your keys ready. Check the vehicle
for intruders before getting inside and lock your door once you are
in the vehicle.
PREVENTING AUTO THEFT
Each year more than a million vehicles are stolen in the United States
or about one vehicle every thirty seconds. You should always behave
as if your vehicle is at high risk for theft. Although any professional
can circumvent security features, most car thieves are not professionals.
The typical car thief, professional or amateur, is looking to steal
vehicles that offer the least amount of resistance. You should also
be aware that the year and model of the vehicle does not matter.
Older vehicles may often be sold for parts. Your objective should
always
be to remove the risk and reduce the chances of theft. Listeb below
are some measures you might consider employing:
1. Remove the ignition key and secure all doors and windows even while
running a quick errand.
2. Avoid leaving valuables in the car. Purchases made while shopping
should be kept in the trunk and out of sight.
3. Tape decks and CD players should be engraved and a record kept of
models and serial numbers. Do not leave portable phones or powerbooks
in an unattended vehicle.
4. Consider the purchase and installation of security devices, such
as, anti-theft door locks, "kill" switches, locking gas cap, alarm and
locator devices.
