Pre-Cleanup Investigations and Actions
The Massachusetts Contingency Plan, (MCP), (310 CMR 40.000)
is a body of regulations administered by the Massachusetts Department
of Environmental Protection (DEP) designed to streamline and accelerate
the assessment and cleanup of hazardous materials releases to the environment.
Wellesley College has been working with DEP and other agencies to address
contamination at the former paint pigment factory site in accordance with
the MCP. The MCP outlines cleanup planning and reporting in five phases.
They are listed below.
Phase I - Initial Evaluation of Site
Conditions and Interim Remediation
In Phase I, an initial evaluation was conducted of potential soil and
water contamination on the former paint pigment factory site. The evaluation
was conducted to provide baseline information to define the area affected
by past paint pigment waste deposit practices, and to assess the need
for short-term remedial measures while the evaluation of the site proceeded.

Phase II - Comprehensive Site Assessment (CSA)
The purpose of the Phase II investigation was to characterize the type
and extent of paint pigment residuals, and estimate their impact on soil
and groundwater quality. The work performed included subsurface investigations
and soil borings/multi-level groundwater monitoring wells, and environmental
and waste sample collection including groundwater, soils, waste pigments,

Phase III - Identification, Evaluation and Selection of Comprehensive
Remedial Action Alternatives
The Remedial Action Plan (RAP) presented nine cleanup alternatives, including
the "no action" alternative, for remediation of upland soil, wetland sediment,
and Paintshop Pond sediment. The RAP summarized the existing environmental
conditions at the project site and described all of the remedial alternatives
and criteria used to evaluate them. Please click below to review a description

Phase IV - Implementation of the Selected Remedial
Action Alternative
Construction or operation of the remedial action alternative cannot start
until the Remedial Implementation Plan (RIP) has been approved by DEP.
Phase IV contains requirements for the design, construction and implementation
of the cleanup, including documentation that all workers will have appropriate
training and supervision, and that all federal, state and local permits
and approvals have been secured.
Phase V - Operation, Maintenance, and/or Monitoring
At the end of cleanup, Phase V requires that the site be maintained and/or
monitored at regular intervals until the Response Action Outcome has been
achieved.
